Q. In a PV utility intertie system (no batteries) what happens to the PV power when a load, larger than the PV system can handle, comes on line requiring the use of utility power? Is the use of the PV power lost?

A. In PV utility intertie systems without batteries you have two separate electrical connections with the Utility company. One is your standard utility feed to your loads in the house, the second is the PV power to the utility company. The two are completely separate systems. You never directly use PV generated electricity for your house loads.
